LEGAL NOTICE REVISED June 4, 2014 CONSTRUCTION PROJECT DESCRIPTION OF PROPOSED SCHOOL North Shore Community School, Charter School #4084, through its affiliated building corporation, is proposing the construction of an addition of approximately 9,000 square feet at the current school site to meet existing space needs and facilitate the removal of portable classrooms currently in use. North Shore Community School, Charter School #4084 will augment its existing long-term lease with Affiliated Building Corporation of North Shore Community School to include the building addition. The charter school board believes the lease of a new facility addition constructed by its affiliated building corporation under the authority of Minn. Stat. §124D.10, Subd. 17a, is in the best interest of the charter school and addresses long-term facility needs. The total cost of the project is estimated to be $3,000,000. The addition will be financed by bonds issued by St. Louis County in conjunction with a local lender on behalf of the Affiliated Building Corporation of North Shore Community School. The Affiliated Building Corporation of North Shore Community School will be responsible for the annual debt service payments and will, in turn, lease the facility on a long-term basis to North Shore Community School. The charter school will use lease aid under Minn. Stat §124.11, Subd.4 for the annual lease payments. REVIEW AND COMMENT STATEMENT Based upon the department's analysis of the charter school's required documentation and other pertinent information from sources of the Minnesota Department of Education, as required under Minn. Stat. §124D.10, Subd. 17a, and Minn. Stat. §123B.71, the Commission of Education is providing a positive review and comment for the proposed facility addition.
