PROCEEDINGS OF THE DOUGLAS COUNTY BOARD OF SUPERVISORS Thursday, May 15, 2014, 6:00 p.m., Board Room, Second Floor, Government Center 1316 North 14th Street Superior, Wisconsin Meeting called to order by Chairman Douglas Finn. Pledge of Allegiance recited. Roll call taken by County Clerk Susan Sandvick. There were 19 present, 2 absent. Absent were John Robinson, Robert Mock. Motion by Quam, second Pomush, to approve April 10, 2014, and April 15, 2014, meeting minutes. Motion carried. CORRESPONDENCE Ten items of correspondence were either received and placed on file or referred to the appropriate committee. ORDINANCES Amendment to Ordinance #8.0, Zoning Ordinance, and Ordinance #8.4, Shoreland Zoning Ordinance, presented by the Zoning Committee. Motion by Bergman, second Baker, to adopt. Motion carried. Amendment to Ordinance #5.04, All-Terrain Vehicles Routes and Operation, presented by the Transportation and Infrastructure Committee. Motion by Finendale, second Johnson, to adopt. Motion carried. Amendment to Ordinance #1.5, Repurchase of Tax Deeded Lands by Former Owner, presented by the Land and Development Committee. Motion by Allen, second Jaques, to adopt. Motion carried. Recreation of Ordinance #4.06, Protection of Animals, presented by the Public Safety Committee. Motion by Quam, second Baker, to adopt. Motion by Allen, second Hendrickson, to amend ordinance and delete repeated Section VI. B. Motion carried. Motion to adopt ordinance as amended, carried. RESOLUTIONS #35-14: Resolution by the Land and Development Committee recommending land sale. Motion by Allen, second Pomush, to adopt. Motion carried. #36-14: Resolution by the Land and Development Committee recommending proceeds from future sale of Douglas County Humane Society property be contributed to Douglas County Humane Society. Motion by Quam, second White, to adopt. Motion carried. #37-14: Resolution by the Forest, Parks and Recreation Committee recommending exchange of county forest land. Motion by Bergman, second Liebaert, to adopt. Motion carried. #38-14: Resolution by the Administration Committee recommending approval of new Highway Commissioner position. Motion by Hendrickson, second Baker, to adopt. Motion carried. #39-14: Resolution by Supervisor Finn recommending change to membership of Extension, Education and Recycling Committee. Motion by Glazman, second Hendrickson, to adopt. Motion carried. #40-14: Resolution by the Land and Development Committee recommending renewal of lease between Douglas County and Terry Priem. Motion by Allen, second Jaques, to adopt. Motion carried. COUNTY ADMINISTRATOR REPORT: Distributed and reviewed. Capital projects budget about $500,000; deadline for requests was today. COUNTY BOARD CHAIR REPORT: June 10, 2014, 3:00 p.m., County Board budget planning meeting. WCA Conference registrations to Pam Tafelski by August 2nd. APPOINTMENTS BY COUNTY ADMINISTRATOR AND COUNTY BOARD CHAIR: Motion by Quam, second Pomush, to approve 2014-2016 committee appointments as recommended. Conley questioned appointment process, noting his dissatisfaction. Roll call vote taken and passed with 18 Yes, 1 No, 2 Absent. Voting no – Conley. Absent – Robinson, Mock. COMMITTEE REPORTS: Allen noted list of tax deeded properties on iPad; will come to Board for approval in June. Johnson reported on Transportation and Infrastructure Committee meeting. Liebaert reported Forest, Parks and Recreation Committee meeting cancelled this month. Bergman reported on Zoning Committee meeting. Jaques reported on Administration Committee meeting. Hendrickson reported on Superior Public Library strategic planning meeting. Quam reported Health and Human Services Board will not meet again until August. Conley reported on Government Officials training sessions he attended. APPROVAL OF BILLS AND CLAIMS: Motion by Paine, second White, to approve. Motion carried.
