There can be no ambiguity about a steam leak. If a steam leak busted the cable, how is it that cable repair crews were not injured by leaking steam when they entered the manhole? Is there a steam stop valve somewhere that was shut before the phone crews went to work? Is there a section of steam pipe near the cable damage site, which shows signs of a leak? Was there shredded optic cable fibers in the area of the cable damage, or was there some *other* kind of evidence? The steam may have been hot enough to melt plastic sheathing on the cable, but certainly not hot enough to melt the glass fiber itself. A jet of steam would certainly have enough power to physically shred the optic fibers, once the protective sheath was compromised. Somebody knows the answers and is not talking. Who? Why?
