A reader in Duluth recently wrote to our Eh? column, asking if it would be helpful or even permissible for residents to haul away gravel and rubble washed down her street in the recent flood. She said she could use the material as fill on her own property but wasn’t sure if the city planned to reuse the materials itself.

Jim Benning, director of the Duluth Public Works and Utilities Department, said the city would have no issue with residents moving and using a few wheelbarrow loads of washed-out material. If, however, the job involved 10 cubic yards or more, a permit would be required from the city.
