Current representative John Dover is not seeking re-election and there were no filings to get on the Nov. 2 Election Day ballot.
McDonald, who owns the Dairy Queen in Two Harbors, serves on the city planning commission. Residents will have to write his name in to cast a vote.
There are three council seats open. Jerry Norberg filed for the at-large position. Incumbent Chris Swanson faces Kara Davidson-Soley for the Ward 2 position.
